CITY of SAN FERNANDO — Police authorities have filed an administrative case against the lady investigator of Floridablanca, Pampanga police women’s and children desk for gross negligence when she failed to act and respond to the rape complaint filed by a 19-year old waitress, records showed to iorbitnews.com showed.
Senior Supt. Nick Salvador, director of the Pampanga Police Provincial Office (PPO), said he ordered the filing of administrative case against PO2 Hanna Reyes, investigator on case of the Oct 1 alleged gang rape complaint filed by Marga (not her real name), a waitress at the Chill-in Resto Bar, situated downtown of Floridablanca.
Salvador said he also ordered her relief and placed Reyes at the Provincial Holding Administrative Unit (PHAU), pending the result of the investigation being conducted by the PPO Internal Affairs Office.
“She was already relieved of her post and placed under PHAU while the accusation against her is being investigated,” said Salvador while airing his warning against members of PPO will fail to act on complaint filed by any persons.
In her complaint, Marga said she sought the assistance of Floridablanca police after she was gang-raped by two young men sometime on Oct 1 at Barangay Pandiguirig in that town.
Marga said she was told by Reyes to undergo medical check up and return once she obtains the medico-legal results. She said Reyes did not even lift any finger to arrest the suspects despite of the complaint.
Marga identified the suspects as Christian Morales, 20, and Ranjan de Leon 18, both of said community.
The victim further said that she was offered by the suspects a ride home on a motorcycle but was instead taken to an abandoned house where she was sexually abused by the duo.
The following day after she regained composure, Marga said she sought the help of barangay officials who brought her to Floridablanca police WCPS (Women’s Children Protection Section).
Salvador said the complainant however refused to sign her sworn statement for unknown reasons.
“Kaya nagtataka kami. Kung talagang biktima sya ng rape bakit ayaw nyang pirmahan ang kanyang salaysay?”
Nevertheless, Salvador said he instructed the Floridablanca police to file rape complaint against the suspects.
