Mayor Edwin “Edsa” Santiago, during Monday’s flag raising ceremony, receives a plaque of recognition from the Bureau of Jail Management and Penology facilitated by Jail Inspector Roy Regacho, for his unending support to the Bureau’s mandate on safekeeping of inmates, development of facilities and jail supervision.
