Chargé d’affaires to Iraq Elmer Cato (middle), who hails from Angeles City, is ‘Most Outstanding Kapampangan Awardee’ 2017 in the field of government service. Cato, founder of the tabloid Angeles Sun and former deskman of the daily TODAY newspaper, spent his years as a journalist before joining the Department of Foreign Affairs (DFA).
