Carmelo “Tarzan” Lazatin, who served as Pampanga First District Representative for 11 years and Angeles City Mayor for nine years, today made another history by being elected as Balibago Barangay Captain at 83 years old — the oldest barangay captain elected in the history of Angeles City.
