ORANI, Bataan – All 29 barangays of this municipality are now drug-cleared.
This was confirmed by the Philippine Drug Enforcement Agency (PDEA) during Thursday’s event of the Department of Interior and Local Government or DILG-Orani’s Roll-out Presentation of the Barangay or Village-level Seal of Good Local Governance (SGLG).
Orani LGU led by Mayor Efren Pascual Jr. was given a certification stating the municipality is drug-free after complying with the 14 parameters set forth by the Dangerous Drugs Board (DDB) as provided in Section 8, DDB Board Regulation No. 3 Series of 2017, otherwise known as “Strengthening the Implementation of the Barangay Drug Clearing Program.”
All officials from 29 barangays received certificates of recognition issued by the provincial government of Bataan led by Governor Albert Raymond S. Garcia.
Also present during the ceremony were Cristy Blanco chief of DILG Orani, Agent Marlou Ordoña, chief of PDEA Bataan, Police Chief Inspector Leobaldon Bacon, Orani chief of Police, Vice Mayor Godofredo Galicia Jr., municipal councilors, barangay village chiefs and councilors, Sangguniang Kabataan chairpersons and councilors.
Meanwhile, Ms. Blanco of the DILG presented major guidelines for barangay officials for them to be qualified in the Barangay-level SGLG award wherein P10 million was alloted from the funds of Orani LGU, Bataan LGU and Bataan 1st District Congresswoman Geraldine B. Roman.
Launched in 2014, the SGLG, which evolved from its predecessor the Seal of Good Housekeeping in 2011, is an award and incentive program for performing local government units.
It is based on the core areas of financial administration, disaster preparedness, social protection, and any of the essential areas — business friendliness and competitiveness, peace and order, and environmental management, otherwise known as the “3+1” principle of the Seal.
Winners will get cash rewards, which will be used to develop projects in their communities.
The Commission on Audit (COA), according to the DILG official, will embark on a massive training of citizens to participate in the auditing process. Audit findings will help the central government identify if barangay officials are good in financial housekeeping.
