Top-performing DPWH regional, district offices sa Central Luzon, kinilala

Pinuri at kinilala ni Secretary  Mark Villar ng Department of Public Works and Highways (DPWH) ang regional office nito sa Central Luzon gayundin ang mga top performing district engineering offices ng buwan ng August 2021. 

Tumanggap ng plake ng pagkilala si Regional Director Roseller Tolentino ng DPWH Region 3 mula kay Secretary Villar sa ginanap na Unified Directors’ Meeting sa Clark, Pampanga kamakailan.

Buhat sa 17 regional offices nationwide, ang Central Luzon DPWH office ay pumangalawa na mayroong 51.94% Current Year Disbursement Rate habang ang ilan pang mga top-performing district offices ang kinilala sa kanilang maayos na pagganap at pamamalakad ng kanilang mga tanggapan.

Nasa Rank 3 rin ang nasabing regional office sa Prior Year Disbursement Rate na mayroong average na 66.76% at 4th-place sa 92.97% accomplishment average na lagpas sa  87% target absorptive capacity.

“The DPWH absorptive capacity is measured through total obligation divided by the total allotment received by an office.  In other words, it is the ability of our office to use the allotments released by the DPWH Central Office and the Department of Budget and Management.  Hence, the marked improvement of our office’s Absorptive Capacity shows our ability to utilize the financial resources that were made available to us for the implementation and completion of various infrastructure projects, which also translates to the improvement of our capacity to deliver services to the public,” sabi ni Tolentino.

Bida pa ni Tolentino, kabilang sa naging batayan sa pagpili sa agency’s performance ay ang pagsukat sa Disbursement Rate o kung gaano kabilis gamitin ng naturang ahensiya ang pondong ikinaloob sa kanila ng DBM sa pamamagitan ng Notices of Cash Allocation.

“Disbursements means the actual withdrawal of cash and the payment of an office’s budgetary obligations so the money are deemed expended when suppliers or project contractors are paid for their services.  An efficient infrastructure spending would mean that we were able to implement, accomplish, and pay our contractors for the projects they have completed,” ani Tolentino.

Samantala, ang District Engineering Offices (DEO)s ng DPWH Region 3 ay kinilala rin para sa kanilang pagsisikap at epektibong pamamalakad ng kanilang financial resources.

Bilang best in absorptive capacity, ang Bulacan 1st DEO sa pamumuno ni DE Henry  Alcantara ay nasa ranked 7th top performer buhat sa 183 DEOs nationwide. 

Ang Pampanga 3rd DEO sa pangunguna ni DE Arleen Beltran at ang Bulacan 1st DEO ay 2nd at 4th palce bilang best DEOs sa kanilang Prior Years Disbursement category.

Ang Pampanga 3rd, Zambales 2nd at Tarlac 2nd DEOs ay pangalawa, pang-apat at ika-10 sa karera para sa Current Year Disbursement.
