Camp Olivas — The No. 3 most wanted fugitive in Eastern Visayas was arrested on Saturday in Bulacan province.
Bulacan police director Col. Lawrence Cajipe said his men and members of Leyte police launched an operation in Bgy. Minuyan Proper, CSJDM, Bulacan and arrested Elmar Ligutan, 32, a delivery driver residing at Blk 2 Lot 2 Winter Breeze Subd., Upper Quarry, Brgy. Minuyan Proper, San Jose del Monte City and listed as top 3 most wanted person in Region 8.
Ligutan, who has a warrant of arrest for three counts of sexual abuse and rape, went into hiding for more than four years in Bulacan.
PRO3 Regional Director PBGen Valeriano De Leon lauded the operating troops for a job well done and said the suspect will now face prosecution for his crimes.
