TARLAC CITY — Travel time to and from key economic zones in Central Luzon is expected to improve as the Luisita SCTEX Interchange Expansion Project gains traction, offering enhanced road access and traffic decongestion benefits.

The project, a joint undertaking of the Bases Conversion and Development Authority (BCDA), the Department of Public Works and Highways (DPWH), and NLEX Corporation, will soon open the northbound carriageway of the Subic-Clark-Tarlac Expressway (SCTEX). This includes new entry and exit points that complement the existing southbound access, forming a more efficient route for commuters and cargo movers alike.

Once completed, the expanded interchange is expected to strengthen SCTEX’s connectivity with major growth areas including New Clark City, Subic Bay Freeport Zone, and Clark Freeport Zone, as well as strategic urban centers across Tarlac province.

In a recent site inspection, BCDA President and CEO Joshua M. Bingcang, Tarlac Governor Christian Tell A. Yap, Vice Governor Lita Aquino, and BCDA Vice President for Strategic Projects Management Engr. Randy S. Viacrusis reviewed construction progress and discussed future development plans for the interchange.

The expansion is part of BCDA’s broader push to integrate infrastructure development with regional economic growth, particularly by improving mobility, logistics, and investment facilitation across Central Luzon.
