ANGELES CITY- Mayor Edgardo Pamintuan convenes the third session of the Local Development Council (LDC) to approve this city’s six-year Comprehensive Development Plan (CDP) during an assembly held Wednesday at Shanghai Restaurant, here.
The CDP, which is considered as the development blueprint of the city, is an all-encompassing approach aimed at achieving the city’s goals and vision of a sustainable development for all.
Planning and Development Officer, Engineer David David, said that the CDP is “expected to capture the dreams and aspirations of the Angeleños,” as it outlines sectoral agenda on environment, economy, infrastructure, institutional and social development.
“The CDP is a framework where challenges and government actions are detailed. A participatory process was undertaken to ensure that the programs, projects and the policies that will be adopted are truly reflective of popular sentiment,” David added.
David added that sectoral concerns and issues were drawn from the City’s updated Area Ecological Profile, and were validated through public consultations with the various stakeholders to ensure correctness of the response-interventions.
Among the projects that are being eyed for the next six years are: the construction and widening of new city road networks such as the NLEx-SCTEx Connecting Road (Abacan Expressway), East Circumferential Road, Furniture Village Road, Angeles Livelihood (EPZA) Road, Angeles-SCTEx Toll Exit- Interchange, and the Clark-Angeles Perimeter Road.
The city has also included in the CDP the widening of the Cutud Bridge, Pulung Cacutud Bridge, and Friendship (Anunas) Bridge and the construction of a flyover at MacArthur Highway-Sto. Entierro Intersection.
Also enlisted among city’s institutional priority project are the (1) Enhancement of Revenue Generation and Financing Program, (2) Updating and Linking of the Geographic Information System (GIS) to the Current System of Concerned Offices, (3) Expansion of the City Government’s ISO Accreditation, (4) Strengthening of the City Government’s Organizational Structure and Human Resource, and (5) Institutionalization of QMS & ICTD through Management Information System Office (MISO).
Under the social development plan, (1) Improvement of Bahay Pag-Asa, (2) Provision of Appropriate Rehabilitative Programs and Services to Children at Risk (CAR) and CICL, (3) Rehabilitation and improvement of 70% of Day Care Centers, (4) Construction of Angeles City Drug Treatment Rehabilitation Center, (5) Improvement of the city’s Drug Awareness and various Health Programs, (6) Strengthening of Ospital ning Angeles, (7) Implementation of Various social programs concerning gender and development, senior citizens, persons with disability, and youth, (8) Acquisition of Land for Housing Units, and (9) Construction of Academic Buildings for CCA.
The Expansion of the 24/7 Agyu Tamu Emergency and Disaster Command Center, the Waste-to-Worth Project, the Sapangbato Watershed Program, and the Waste Water Treatment Facility were also included in the crafted CDP.
The city also gears for the continued improvement of programs providing agricultural support to farmers, online business registration, public employment services, tourism information and assistance, and market rehabilitation.
For his part, Mayor Pamintuan conveyed that an updated CDP is essential especially now that the city is experiencing fast-paced development and influx of growth opportunities.
“The programs and projects that are included shall ensure the Angeleños a bright future ahead of them. These legacies are fruit of our public-private collaboration which has been the main thrust of our governance,” said Pamintuan.
Members of the LDC, the Sangguniang Panlungsod, city government employees, and sectoral representatives witnessed the approval of the Comprehensive Development Plan which will be fulfilled from 2018 to 2023. (Press Release)
