The City Government of San Fernando, in collaboration with the Philippine Statistics Authority (PSA), officially started step two or the “registration proper” of the Philippine Identification System (PhilSys) rollout on April 06, 2021.
After launching its pre-registration for PhilSys ID Card on October 12, the City Civil Registry Office mounted a registration center at Vista Mall anew for the second step or the registration proper.
The registration involves the validation and biometric capture of the registrants’ fingerprints, iris scan, and photographs.
City Civil Registrar Rimando Umali said they are targeting to complete the registration of about 78,000 pre-registered Fernandinos so that by the end of the year they could start another batch for mass pre-registration.
“Sa lahat po ng hindi pa na pre-registered, hintayin lang po nating matapos ang step 2 registration ng mga naunang nakapag pre-register. Maybe by the end of the year, dun magsisimula at hintayin lang natin kung ano ang magiging proseso kasi parang ibabawal na ang face-to-face pre-registration baka sakali po mag come up ang PSA ng online application,” Umali explained.
The local government unit will be putting up another registration center at Robinsons Starmills Pampanga to cater to more Fernandinos. The centers will be open from Monday to Friday, 8:00 am to 6:00 pm.
Meanwhile, Herman J. Vital, PSA Pampanga Provincial Office Supervising Statistical Specialist, discouraged Fernandinos to go to the registration center if they have no appointment slip.
“Sa mga wala pong appointment slip and text from PSA, huwag na po tayong sumugod dito sa registration center. Yun lamang pong mga nakapag pre-register, may appointment slip, at may text from PSA ang ie-entertain namin at makakapag proceed sa step 2 or sa registration proper. Hindi rin po pwede ang mga below 18 and above 60 in compliance with the IATF guidelines for health protocols,” Vital said.
“Wag po kayong mag-alala mahaba po ang panahon. Hindi po kami aalis dito hangga’t hindi nare-rehistro ang buong siyudad ng San Fernando,” he added.
After step two registration, PSA will forward the data to the central database of the Bangko Sentral ng Pilipinas who is responsible for the printing of ID cards. IDs will be delivered by a courier service to the residences of the registrants.
PSA is aiming to register at least 1.5 million Pampanga residents before the year ends.
President Rodrigo R. Duterte signed Republic Act 11055 (the Philippine Identification System Act) in August 2018. The new system seeks to create a single official identification card for all citizens that integrates and interconnects various government-issued IDs.
The national ID, which contains the holder’s personal information and biometric data, aims to simplify public and private transactions and to make social services more accessible to Filipinos.
