Lazatin to prioritize health programs once elected Balibago village chief

ANGELES CITY – Comebacking public servant Carmelo “Tarzan” Lazatin will prioritize the health and well being of all workers especially in Fields Avenue once elected as Balibago Barangay Captain.

Lazatin, the first Angeles City Mayor to be elected for three consecutive terms, said that he has been receiving reports that pap smears are not being conducted on a regular basis.

He added that “as per reports, private clinics are commissioned to do pap smears.”

“Foremost in our agenda is the health and well being of our workers. Aayusin nating muli ang kalusugan ng mga nagtatrabaho lalo na sa mga bars,” Lazatin said.

Balibago is the largest barangay in Angeles City with a total voting population of 14,134.

Lazatin also said that since Barangay Balibago is the largest barangay in the city, he is considering the establishment of a 24-hour health center to cater to the needs of his constituents.

“We will also make sure that medicines are readily available in our health center,” he added.

Throughout his 26 years in public service, affordable and accessible health services have been the cornerstone of his administration.

During his term as City Mayor from 1998-2007, medicines are readily available at the Dispensary Clinic in Angeles City Hall.

Lazatin also provided medicines to all the health centers in various barangays to make it more accessible to indigent residents.

“During those years, health centers are “more functional,” said Lazatin.

“We even provided additional trainings and allowances to our midwives since they are acting as substitute doctors in health centers when the rural health physicians are assigned in other health centers,” Lazatin added.

Lazatin also established a Dental Clinic inside the Angeles City Hall building.

He was the first City Mayor to prioritize and promote dental health care.

Lazatin was also able to construct six additional buildings for Ospital Ning Angeles (now Rafael Lazatin Memorial Hospital), increasing the hospital’s capacity from 50 to 300 beds.

The construction was made possible despite the fact the City way back in year 2000 only has some P288 million annual budget.

“I sought the help of President Estrada that time and he immediately donated P20 million from his social fund for the construction of the hospital,” Lazatin said.

It was also during Lazatin’s time that the Neonatal Intensive Care Unit (NICU) was established in ONA.

Lazatin also established the 24 hour Mayor’s desk in ONA, where indigent patients can seek help even during the wee hours of the morning.

“Hanggang ngayon pinapakinabangan pa nila ang Mayor’s Desk,” Lazatin said.

It can be recalled that Angeles City Council majority bloc floor leader, Councilor Alex Indiongco, who now heads the Mayor’s Desk hails it “as very effective.”

Lazatin retired from public service in July 1, 2013 but he announced last June that he will run for Balibago Barangay Captain.
