LGU helps solve land dispute; occupants can own lands

CITY OF SAN FERNANDO–About 51 urban poor families in Barangay San Juan in this city will soon be able to call the lands they occupy as their own.

This, thanks to the consistent effort of the local government unit here in coordination with the Central Luzon Area Office Social Housing Finance Corporation (SHFC).

This was made possible after the Local Housing Settlement Division conducted on December 29 a Signing of Lease Purchase Agreements (Community Mortgage Program) between the SHFC and member beneficiaries of Damayan Homeowners Association.

CMP is a mortgage financing program of the SHFC which “assists legally organized associations of underprivileged and homeless citizens to purchase and develop a tract of land under the concept of community ownership.”

Louie P. Clemente, Housing and Homesite Regulation Officer V, said it took them almost four years of dialogues and social preparation to settle the dispute between the property owner and informal settlers.

“Nagsimula ‘to 4 years ago. Yung may-ari ng property noon gusto nyang idemanda ang mga nakatira dito para mapaalis sa property niya. So with the intervention of our office thru the instruction of Mayor [Edwin] Santiago, we facilitated a dialogue. Then, sa dialogue, ipinasok nga natin ang CMP para tulungang makabayad itong mga settlers and kinumbinsi rin natin yung may-ari na makipagsundo thru CMP ng Social Housing Finance Corporation,” Clemente explained.

The parties agreed to installment payments for 25 years. Upon expiration of the lease term and payment by the settlers of all rentals due and payable, full title and ownership will be awarded to them.

“Ang pinakamababang monthly amotization is 160 pesos plus so siguro yung mga lupang yun ay pumapatak lang ng mga 20-21 square meters. Ang pinakamataas is 1000 pesos per month. Depende rin sya talaga sa sukat ng lupa and babayaran nila to within 25 years. Sa mga may ipon na kaya namang magbayad ng bultuhan, pwede naman para agad nilang makuha ang titulo,” he said.

Clemente meanwhile considered the project as a success story for both the urban poor and the LGU.

“Ito ay isang success story ng ating mga urban poor sa pamamagitan ng pakikipagtulungan ng aming opisina, ng ating munisipyo, at ng ating Social Housing Finance Corporation, yung kanilang pinapangarap na lupa at bahay ay paunti-unti na nilang makakamit,” the officer said.

“Sa siyudad naman, 51 families ang matatanggal sa listahan ng ating informal settlers so isang malaking tagumpay para sa lokal na pamahalaan ito,” Clemente added.

Ericson Apino, a street sweeper and member beneficiary of the CMP, expressed his gratitude to the local government unit and SHFC.

“Sobrang malaking tulong po ito kaya nagpapasalamat kami sa munisipyo, Local Housing and Settlement Division at sa Social Housing Finance Corporation na gumawa ng paraan para hindi kami mapaalis dito. Noong nalaman namin itong proyektong ‘to, tuwang-tuwa kami ng misis ko lalo na mayroon po kaming dalawang maliliit na anak,” Apino said.
