The Pampanga Chamber of Commerce and Industry, Inc. (PamCham) recently hosted the Department of Transportation (DOTr) as a distinguished guest in its 12th Public-Private Consultation Meeting. The discussion centered on the progress of the North-South Commuter Railway (NSCR), particularly the Malolos to Clark section, a 52.65-kilometer high-capacity rail system designed to significantly enhance connectivity and economic development in Central Luzon.
PamCham reaffirmed its strong support for the project, emphasizing its crucial role in sustaining Pampanga’s economic growth and improving mobility. The chamber highlighted the NSCR’s impact on businesses, trade, and commuter convenience, as well as its importance in addressing the concerns of domestic air travelers regarding the planned transfer of turboprop engine flights to Clark International Airport (CRK).

Many passengers from Metro Manila and South Luzon have expressed apprehension that relocating domestic flights to Clark will be a logistical challenge, as they would have to contend with Metro Manila’s congestion and the unpredictable traffic conditions on the North Luzon Expressway (NLEx) before even reaching CRK. PamCham stressed that the completion and operation of the NSCR would alleviate these concerns by providing a fast, efficient, and reliable alternative, reducing travel times and ensuring a seamless connection between Metro Manila and Clark.
However, PamCham also raised concerns over the ongoing Right of Way (ROW) issues, which are a major factor in delaying construction progress, particularly in the Pampanga section. According to the latest data from the DOTr, the overall progress of the Malolos-Clark segment stands at 61.35%, with key stations such as San Fernando (17.03%), Angeles (4.98%), and Clark (10.27%) still facing delays. The chamber urged the DOTr to expedite the resolution of these ROW challenges to keep the project on track.
Despite these setbacks, construction milestones continue to be reached. The Clark International Airport Station (CRK) is now at 33.94% completion, and major civil works, including the viaducts and bridges, are progressing, with some sections exceeding 58% completion. The Clark Depot, which will serve as a crucial hub for train maintenance and operations, has also reached 87.55% completion.
PamCham remains optimistic that strong collaboration between the government and the private sector will resolve these hurdles and bring the much-anticipated railway to full operation. Once completed, the NSCR will not only strengthen Pampanga’s position as an economic powerhouse but also reinforce Clark International Airport’s role as a premier gateway for domestic and international travel, providing passengers with a seamless, stress-free alternative to Manila’s congested airports.
