Senator Antonio “Sonny” Trillanes IV says Panatag Shoal a mariner’s refuge and it is not illegal for ships to take refuge there. Trillanes, who guested the Kapihan sa Senado on Thursday, November 3, 2016, said Panatag is open to all sailors during typhoon. “Any ship of any flag can take refuge at the Panatag.
