DOTr, BCDA to review unsolicited proposal for Clark airport development

The Department of Transportation (DOTr) and the Bases Conversion and Development Authority (BCDA) affirm receipt of the unsolicited proposal from the consortium formed by Filinvest Development Corporation (FDC), JG Summit Holdings Inc. and Changi Airport as its technical partner, for the long-term development of the Clark International Airport.

DOTr and BCDA will thoroughly review the legal, technical, and financial aspects of the proposal within a specified timeline and strict deadline based on the required processes and regulations.



DOTr and BCDA are on track with the bidding for the construction of a new passenger terminal building in the Clark International Airport wherein 12 local and foreign firms bought bid documents.



The awarding of the contract to the winning bidder is on December 15, 2017. Deadline for submission of bids is on December 5, 2017.



The development of the Clark International Airport is a joint project of DOTr and BCDA which is envisioned to be an alternate global gateway in the country. 



The creation of a new, world-class passenger terminal in the airport is projected to add passenger capacity by 8 million per year. 



The Clark International Airport complements other big-ticket projects under the Build Build Build program of the Duterte administration such as the Manila – Clark railway, New Clark City and the Subic-Clark Cargo Railway.



The Build Build Build infrastructure program invests in high-impact legacy projects that will usher in the golden age of infrastructure in the country. It is the government’s long-term solution to the country’s lack of infrastructure, spread growth and investments to the countryside. It also addresses the growing problem of urban congestion in Metro Manila. These developments are also envisioned to be completed within President Rodrigo Duterte’s term.
