Nanay Gov gets ‘Regional Presidential Lingkod Bayan Award’

CITY OF SAN FERNANDO, PAMPANGA – Vice Governor Lilia ‘Nanay’ Pineda was conferred as Regional Presidential Lingkod Bayan Awardee by the Civil Service Commission (CSC) in the Region. 

The Lingkod Bayan award was given on Monday during the Employee’s Flag Raising Ceremony at the Capitol grounds, here.

The CSC cited the exceptional and extraordinary contributions of the former governor known to many as ‘Nanay Gov’ to the general welfare of the people in the province especially the vulnerable and marginalized Kapampangans.

It could be recalled that Nanay has been serving the Kapampangan public since 1989. In 2010, she assumed as governor of Pampanga.

Her stint as lady governor was marked with comprehensive and integrated delivery of health and basic social services.

In fact, the former governor had improved the public health care system for the marginalized sector – the indigents from the far-flung villages of the province including the indigenous peoples in the mountainous areas.

She had continuously renovated and introduced changes in the nine district and one provincial hospitals of the province including the provision of medical and diagnostic equipment.

She had also implemented the  consignment system in all the district and provincial hospitals which avoids the purchase of medicines outside the premises of the hospitals.

Relative to this, the former governor was singularly cited by no less than former President Noynoy Aquino in his last State of the Nation Address (SONA) due to her medical interventions, innovations and assistance to the full implementation of Philhealth Alaga Ka Program making the hospitals supervised by the Capitol earned more than P400 million in one year.

Aside from the billions of earning in the quarry industry which oiled the implementation of various programs and projects, she was also noted for her infrastructure projects including local and national government offices, barangay halls, multipurpose covered areas, classrooms, roads, and bridges.

One of her priorities was the education of the youth. Hence, she had focused her governance on the provision of educational financial assistance and scholarship to the poor but deserving students.

Aside from this, she had improved the educational facilities – constructions of Don Honorio Ventura State University (DHVSU) satellite campuses, addition building for Philippine College of Aeronautics (PHILSCA), classrooms for public elementary and high schools including renovation and restoration of dilapidated classrooms.

All the municipalities and cities were given annual aid of more than P5-million to fund their various priority projects including provisions of dump trucks for their respective solid waste management programs.

The 505 villages of the province were given barangay patrols for the maintenance of peace and order and for emergency health and medical purposes.

Her administration had also provided job opportunities both local and international.

Through effective collaboration with the Department of Agriculture, she had given farm equipment to farmers’ associations.

The Presidential Lingkod Bayan Award is under the Honor Awards Program of the CSC.
