The Php 58-billion Central Luzon Link Expressway (CLLEX) Phase II, connecting Cabanatuan City to San Jose City in Nueva Ecija, is progressing steadily. This four-lane, 35.7 km extension of CLLEX Phase I (Tarlac to Cabanatuan) will pass through Talavera and Llanera, providing a free-flowing alternative route to ease traffic on the Pan Philippine Highway (PPH) between Nueva Ecija and Tarlac.

The project aims to enhance transportation between Metro Manila and Central Luzon, contributing to socio-economic growth by decongesting the capital. It also forms a key east-west expressway link in Region III and integrates with the Subic-Clark-Tarlac Expressway (SCTEX).

Project costs, based on a 2013 business case, include Php 9.19 billion for construction and Php 49.32 million for right-of-way (ROW) acquisition. The Department of Public Works and Highways (DPWH) is finalizing the feasibility study, with geotechnical investigations underway as of June 2023.
