Veteran, incorruptible and dedicated public servant Carmelo “Tarzan” Lazatin on April 14 formalized his comeback by filing his certificate of candidacy for Barangay Balibago chairman. Lazatin, five term Representative of the First District of Pampanga and the first three term Mayor of Angeles City, vowed to bring good governance to Barangay Balibago, focusing on free health care and scholarship programs. He was accompanied during the filing by his son Angeles City Councilor Carmelo Lazatin Jr. and hundreds of supporters.
