Mabalacat City Mayor Marino “Boking” Morales meets Department of Transportation (DOTr) Secretary Arthur Tugade on Monday during the opening of the 5.6-kilometer Clark-Mabalacat-Angeles Road (East Perimeter Road). Both Morales and Tugade have initiated the P172 million perimeter road project during the latter’s administration at the state-run Clark Development Corporation where he served as President and CEO.
