Baguio City PNP top ‘spy’ falls in robbery extortion

THE Philippine National Police-Counter Intelligence operatives arrested Monday the Chief of Intelligence Unit of Baguio City after he received dusted money from his alleged victim in one of the business establishments in the City of Pines.

Police Lt. Colonel Allan Docyogen, head of the Intelligence Unit of Baguio City PNP, did not resist when pounced by members of the PNP-CITF during entrapment operations at Daddy’s Restaurant situated at 101 MS Florendo Building Abanao, Barangay Azco in that city.

Police sources in Camp Crame said Docyogen initially demanded P200,000 from the victim (name withheld for security reasons} in exchange for a warrant of arrest issued by Lucena City Regional Trial Court for a robbery offense.

The victim told CITF that he gave P47,000 as initial payment on April 12 and the remaining balance will be settled on April 15.

The victim told CITF that Docyogen promised to spare his life once the money is delivered.

Police sources said the victim sought the help of PNP-CITF where they hatched an entrapment operation against Docyogen.

After a series of negotiations thru exchange of text messages, the victim and Docyogen agreed to meet at Daddy’s Restaurant, police sources said.

The suspect was immediately arrested shortly after he recieved the envelope from the victim past 2 p.m. 

Docyogen was informed of his right before sending him to a vehicle and taking to CITF Headquarters in Camp Crame.

A robbery extortion offense is being readied against him.

Police General Oscar Albayalde has repeatedly warned all personnel that any wrongdoing or illegal act committed by them will never be tolerated but will be dealt with full force of the law.
