CSC CL calls for Outstanding Gov’t Workers 2023 nominees

Civil Service Commission (CSC) Central Luzon continues to accept nominations for this year’s Search for Outstanding Government Workers.

CSC Regional Director Fernando Mendoza said the search is an annual undertaking of the commission that recognizes government officials and employees who have displayed outstanding work performance, and culminates with the recognition and conferment of awards to deserving public servants by no less than the President of the Philippines.

“The conferment of honor awards is in accordance with the commission’s constitutional mandate to adopt measures to promote morale, efficiency, integrity, responsiveness, and courtesy in the civil service, as well as to strengthen the merit and rewards system. It aims to motivate or inspire government employees to improve the quality of their performance and instill deeper involvement in public service,” Mendoza said. 

CSC said this also hopes to provide a counter perspective to the negative image of the government by recognizing state workers who exemplify the highest standards of excellence and integrity in serving the public and by sharing stories of competence, determination, self-sacrifice, and integrity in government.

All elective and appointive state workers may be nominated in any of the three categories namely, the Presidential Lingkod Bayan, Pag-asa and Dangal ng Bayan awards.

Mendoza explained that the Presidential Lingkod Bayan award is conferred to an individual or group of five members for their exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security and patrimony.

“The Pag-asa award is given to an individual or group comprised of five members for their outstanding contribution/s resulting from an idea or performance that directly benefitted more than one department of the government; while the Dangal ng Bayan is bestowed to an individual for performance of an extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of observance of the eight norms of behavior provided under Republic Act No. 6713, otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees,” he added.

Posthumous nominations are allowed provided that the person/s to be nominated died while performing their duties as civil servants. 

In 2022, CSC shared that the Community-Based Rice Mushroom Production Team from the Bataan Peninsula State University was conferred with the Pagasa Award. 

Meanwhile, Thea Maria Rica Del Rosario, an Administrative Assistant II from the Department of Social Welfare and Development Regional Office III; and Rizalina Nacpil, Teacher III from San Manuel Elementary School in Tarlac City, were conferred with the Dangal ng Bayan Award.
