ANGELES CITY – Opposition Councilor Carmelo “Pogi” Lazatin, Jr. filed on June 13 three separate resolutions, asking the City Engineer and Building Official to ensure structural soundness of buildings, public schools and bridges in the city.
Lazatin filed PR-330-06-17, requesting the Office of the City Building Official and the Office of the City Engineer to conduct an annual inspection to all types of building — foremost all city government-owned and public-school buildings – – in compliance with the National Building Code Office (NCBDO) Circular No. 3, Series of 2011.
He also filed PR-331-06-17, requesting the City Engineer’s Office to conduct an annual inspection to all bridges in the City of Angeles to ensure its structural stability and safety.
Lastly, Lazatin filed PR-332-06-17,requesting the Office of the City Building Official and the City Engineer’s Office to provide the City Council a report on the annual inspection of all types of buildings in the city pursuant to Memorandum Circular No. 3 of the National Building Code Development Office (NBCDO) issued in 2011.
Lazatin explained that under the NBCDO, an agency under the Department of Public Works and Highways, issued a memorandum Circular enjoining all building officials to conduct an annual inspection to all types of buildings within its jurisdiction.
Lazatin said conducting an annual inspection will ensure that all electrical, architectural, mechanical, plumbing, sanitary safety standards are maintained an implemented.
“After our city was rocked by 5.5 magnitude earthquake last May 25, there is an urgent need to conduct inspection on all building in the city,” Lazatin said.
“At sana gawin itong annual inspection at hindi lang pag-nagkaroon ng ganitong pangyayari,” Lazatin said.
“After all, it is the paramount duty of the city government to ensure the safety of its residents at all time,” Lazatin added.
The three resolutions were approved by all City Councilors on their June 13 regular session.
