CITY OF SAN FERNANDO, Pampanga— The Pampanga provincial board on Wednesday, August 26, approved a resolution authorizing Governor Lilia G. Pineda to sign an agreement and accept a ₱50-million grant from the Philippine Amusement and Gaming Corporation (PAGCOR) to strengthen the province’s Zero Balance Billing program.
The grant will be used for the Zero Balance Billing program of the Pampanga Provincial Hospital Clark, allowing more Kapampangans to receive medical treatment without worrying about hospital bills.

The provincial government said the Capitol, together with PhilHealth, assisted hundreds of residents through the program, with hospital and medical assistance reaching ₱1.7 billion in 2025.
The provincial board also approved seven resolutions submitted by municipalities and cities during its regular session.
Proposed ordinances from the local government units are being reviewed by the appropriate committees.
